Terms and Conditions

Welcome to the Texas Center for the Judiciary Mobile App (“App”), a secure platform developed to support judicial education and collaboration among members of the Texas judiciary. This App was developed by Clowder, a third-party vendor. Clowder has its own Terms and Conditions and Privacy Statement. You should access and read this information to familiarize yourself with information collected by that vendor and any possible uses they may make of this information. The Texas Center for the Judiciary expressly disclaims any liability that may arise from arise from acts and/or omissions of Clowder, and by downloading this App, you evidence your agreement with and acceptance of this disclaimer.

BY DOWNLOADING, INSTALLING, USING OR OTHERWISE ACCESSING THIS APP YOU ACKNOWLEDGE THAT YOU HAVE READ, UNDERSTOOD, AND AGREE TO BE BOUND BY THESE TERMS OF USE AND PRIVACY POLICY; AND REPRESENT THAT YOUR ARE ELIGIBLE TO ACCESS THIS APP, AND ARE COMPETENT TO AGREE TO THESE TERMS UNDER TEXAS LAW. IF YOU DO NOT WANT TO BE BOUND BY THESE TERMS OF USE OR DISAGREE WITH THEM, PLEASE DO NOT DOWNLOAD, INSTALL, USE OR OTHERWISE ACCESS THE SERVICES. USE OF THE SERVICES WITHOUT ACCEPTANCE OF THESE TERMS OF USE IS STRICTLY PROHIBITED.


1. Eligibility and Access

  • Access is limited to:
    • Current judges in the State of Texas. This includes appellate, district, county courts at law and associate judges.
    • Retired judges who previously served in the Texas judiciary but still require judicial education or conference participation because they do, or may sit by assignment.
    • Court staff who work in appellate, district, county courts at law and associate courts.
    • Conference participants who have been granted access to the app by the Texas Center for the Judiciary.
  • By registering, you affirm that you meet these eligibility criteria and that all information provided is accurate and current.
  • Unauthorized access or use by individuals outside these categories is strictly prohibited.

2. Purpose of the App

  • The App is intended solely for:
    • Judicial education and training.
    • Conference participation and resource sharing.
    • Secure communication among eligible judges.
  • It may include schedules, speaker materials, session details, and messaging features.

3. User Responsibilities

  • Use the App only for professional purposes consistent with judicial ethics and confidentiality obligations.
  • Do not share login credentials or allow others to access the App on your behalf or do anything else that might threaten the security of your account. You are solely responsible for keeping your login information confidential, and you will be solely responsible for any use of your login information.
  • Promptly report any unauthorized access or security concerns.

4. Confidentiality and Data Use

  • All content within the App is considered confidential and should be limited to persons identified in section 1.
  • You agree not to reproduce, distribute, or disclose any content outside the App without written permission from the Texas Center for the Judiciary.
  • The App collects only minimal data necessary for secure access and functionality. For more details, refer to the Privacy Policy.
  • As noted in the introductory paragraph data may also be collected by Clowder. The Texas Center for the Judiciary has no connection with or control over this third party vendor other that the license of this App.

5. Code of Conduct

  • Maintain professionalism (consistent with the Judicial Cannons) and respect in all communications.
  • Refrain from discussing political matters, or any content that is unrelated to the subject matter of this conference or which could compromise judicial demeanor.
  • Harassment, discrimination, or inappropriate behavior will not be tolerated.
  • Any unprofessional conduct will result in the loss of use of this App.

6. Intellectual Property

  • You may not copy, modify, or use these materials for commercial purposes without written permission.
  • The TCJ App is has been obtained under a license from Clowder. The Texas Center for the Judiciary and/or Clowder own all data and content including therein, without limitation any computer code, objects, characters, artwork, animations, sounds, chat transcripts or any other information of any kind which is entered or recorded in the app from any source.
  • You agree that you have no ownership, right or title in or to any content that is contained in the App. Rather, you are being granted a non-exclusive, non-transferable, revocable, limited license to access this App for your non-commercial professional use only conditioned upon your compliance with these Terms of Use.
  • Any violation of these Terms of Use are expressly prohibited and constitute a material breach of this agreement.
  • All materials provided through the App are the property of the Texas Center for the Judiciary or their respective authors.

7. Termination of Access

  • Access may be suspended or revoked for violations of these Terms or for security reasons or any violations of these terms and conditions.

8. Limitation of Liability

  • The App is provided “as is” without warranties of any kind.
  • The Texas Center for the Judiciary is not liable for any damages arising from use of the App, including data loss or service interruptions.
  • THE TEXAS CENTER FOR THE JUDICIARY EXPRESSLY DISCLAIMS ANY WARRANTY AND/OR GUARANTEE OF ANY KIND, EXPRESS OR IMPLIED, THAT PROVIDED SERVICES ARE SUITABLE FOR YOUR PURPOSES, UNINTERRUPTED, SECURE, ERROR-FREE, VIRUS-FREE, FUNCTION PROPERLY OR DO NOT CONTAIN ANY HARMFUL COMPONENTS.
  • THE TEXAS CENTER FOR THE JUDCIARY SHALL NOT, UNDER ANY CIRCUMSTANCES, LEGAL THEORY, STRICT LIABILITY OR OTHERWISE, BE LIABLE TO YOU OR ANY OTHER PERSON FOR ANY INDIRECT OR DIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL, OR PUNITIVE DAMAGES OF ANY KIND (INCLUDING BUT NOT LIMITED TO, ACTUAL LOSS, PROFIT LOSS, DATA LOSS, BUSINESS LOSS) REGARDLESS OF WHETHER THE TEXAS CENTER FOR THE JUDICIARY HAS BEEN ADVISED OF SUCH DAMAGE OR NOT.

9. Governing Law

  • These Terms are governed by the laws of the State of Texas.
  • Any disputes shall be resolved exclusively in the courts of Travis County, Texas.
